Problem modifying & saving reports

I can't save the changes I make to existing report forms (from the activity list) like the "tax invoice" or new ones from scratch.

I can make the changes in design mode ok, but when I try to save using "copy changes" and then "save", either none of the changes take when I reload in design mode - or everything disappears on the screen except for a date in the top left of the screen (looks something like <!08-29-2011>.

Any suggestions on anything else I can try here?
