conditional format in textarea

Is it possible to let users add some conditional formating in textarea in the edit form?

P.ex use bold, underline, ...

I know it's possible in report section.

In a form (edit screen), I have some fields as textarea. The users wan't to add some layout (bold, underlinen italic) in the textarea.

Is that posible?
