[Issue] Option Menu / Arrange Objects / User

Hi,

Shouldn^t the access to "Arrange Objects" be denied for a normal user? While logged in as non-admin, I'm able to mess things up on any form.

On which Form is this Options menu appearing and who are you logged in as?

While logged in as non-admin --> logged in as any non-admin user

I'm able to mess things up on any form --> any form the user has access to, so the Options menu appears on all those forms
