My issue wasn't with the WP install. WP installed and ran with no problem. No other plugins were the problem... It was a fresh install.

I'm going to try again with the latest version of NuBuilder and will post back here.

Just tried a completely new installation same result. Using NB (WP) v1.5 ; WP version 5.1.1; PHP 7.0.33; MySQL v5.6.39.
