Done.
The reason I did not enable it earlier is that this would break the community by distributed reporting of issues across multiple forks. Anyway, now that the parent repo has chosen not to enable it, we can have it here.

I wouldn't report any general nuBuilder issues there but issues/inputs that are related to your changes.

Issues enabled in v4.5 repo.
It is still better to keep all issues here in the forum for now.
