Nubuilder Suggestion & or Looking for a Developer

I'd like to continue using Nubuilder because its "grandfathered in" at this point and it would be a really big deal to change it. Unfortunately the existing UI nuBuilder uses is not the best for our target audience.

I'd like to get your feedback on the attached image.

Can I hire you guys to give me a copy of nuBuilder with no jQuery floating widows or popups at all and a revised navigation based on the attached image?

Also, I don't know how feasible this is but I'd like the css layout to be flexible just like this template avaiable at wootheme. It's a mobile friendly layout that changes based on the resolution that its being viewed through.
