PDF Margins

I am having trouble formatting my reports for printing. The PDF file seems to have correct page size of A4 (210x297mm) but the printout is clipped at the margins despite my print options always having "shrink to fit". I can adjust my layout in the report builder to allow some space at left and right but the page length is a problem because the bottom row gets clipped. I am also getting slightly different result depending on whether I print from Linux Mint / Firefox or Windows7 / Firefox.
