Start by learning how to do subforms - I presume a subform area is the panel that you indicate.
I believe you can place multiple subforms on a single form -

I've never done it, so can't know for sure, but couldn't you do a subform for the panels and do a tab for each panel?

I really think you need to look and learn about sub forms via the video tutorials, the wiki and the forum.
Without knowing how you plan on storing the data and using it, it will be difficult for anyone to guide you, and I don't think anyone will give you a step by step.
Making some assumptions, I'd be thinking along these lines:
Create form for the Le Locataire
Make a sub form on the bottom half that shows the panels.
Make a sub form for each panel.
Add those sub forms to the first sub form, and put the name of the tab you want at the top of each one (the names of your panels) into the Tab field. That will make tabs show up.
Link the sub forms up to their parent forms so you get the correct data using sql.
Again, I've never done it that way, but it's something to think about.
