In v4, any new install would be able to create tables in fast forms.
In v4.5, only if the set_denied is unchecked in settings, can you create tables for applications.
In one instance, there are no language translations available in a fresh install. In settings, we must untick some language and then re-tick them and then save after set_denied is unticked for the language translations to get into the zzzzsys_translate table.
