[New] Host and board

The site is now on a new host and the forum has been updated to the latest version of phpbb (forum software)

With the update,

the board is now mobile friendly with a responsive design.
the user language can be changed in the User Control Panel. (Currently English, French, German, Russian). Other languages may be added by request.
there is now also a dark theme for those who prefer it. (It can be activated in the User Control Panel)
the board performance has been improved for a better experience.
