nuBuilder on XAMPP

I made an archive copy of nuBuilder on XAMPP. Copied files, exported and imported database, edited nuconfig.
NuBuilder on XAMPP works, but without grapics:

It looks like nubuilder4.css is not included / cannot be found.

Can you verify in the dev console if it's well included?

Use the the index.php from the attachment.
