[Added] (Refresh) Cache

This function is used to update the form, table and Access Level cache.

Basically, the "Refresh Cache" can be used in the following situation:

The "globeadmin" adds a new object to a form and also creates a new column in a database table.
Until now, a user who was already logged in had to log in again. Otherwise, changes to the field were not saved in the database.
If the administrator clicks on "(Refresh) Cache" after adding new columns, the user does not need to log in again.

Clicking the "Refresh" menu in the Options Menu will now also refresh the cache for all users.
Changes to the Access Levels also take effect immediately.
